A 31-year veteran of the Anne Arundel County Police Department faces multiple criminal charges following an alleged sexual assault of a teenage girl.
Sgt. James Brooke Shoults, 59, was arrested on August 31.
The alleged assault occurred on January 10 inside his home located in Severna Park, Maryland.
According to charging documents, Shoults and the 16-year-old girl went shopping, ate out and watched a game near Annapolis Mall earlier that day.
Documents state that Shoults subsequently gave her alcoholic drinks while inside his vehicle.
He then continued making drinks for the girl after they arrived at his residence.
The girl told police that she did not feel normally drunk during the encounter.
She described sitting still while observing a door that appeared to move closer and farther away.
The girl subsequently vomited, took a shower and changed into pajama pants that Shoults provided.
She then lay down in a bed.
According to the girl’s account, Shoults moved closer to her until he was spooning her.
She stated that this occurred even after she told him no.
She told investigators that she was raped while she felt “frozen in time” and “paralyzed.”
She reported staying awake with her eyes closed during the alleged assault.
And charging documents state that Shoults initially refused to leave when the girl subsequently asked him multiple times.
The girl later provided these details during a forensic interview with investigators.
Charging documents state that Shoults admitted to giving the girl alcohol.

The documents also state that Shoults confirmed knowing that she became sick.
On July 20, Maryland State Police executed a search at Shoults’ residence.
Investigators seized three phones along with other electronics from the home.
Detectives stated that digital evidence recovered from the search supported the timeline and details given by the girl.
Officials stated that Shoults was off duty during the alleged incident.
They also noted that he was not acting as a police officer when the alleged assault happened.
Following notification of the investigation, his department initially suspended him with pay.
The Anne Arundel County Police Department then suspended him without pay following his arrest.
Shoults faces a total of seven criminal charges.
The counts include second-degree rape.
He is also charged with sexual abuse of a minor.
The charges further include child abuse.
He faces an additional charge of assault.
He is also charged with a fourth-degree sexual offense.
Court records showed Shoults was held without bond following his arrest on August 31.
A bail review was scheduled for September 1.
Shoults is accused, not convicted, and remains presumed innocent unless proven guilty.
The charges are allegations and have not been proven in court.
